Antara intipati pelaksanaan SBPA yang dipersetujui oleh Kerajaan adalah seperti berikut:

1. pelaksanaan transformasi Perkhidmatan Awam melalui lima (5) inisiatif iaitu Perkhidmatan Awam yang kejat (lean civil service), kepimpinan dinamik, modal insan berkualiti, Perkhidmatan Awam yang fleksibel dan saraan yang kompetitif;

2. pewujudan Pelan Induk Saraan Perkhidmatan Awam (PISA) bagi melaksanakan rombakan sistem saraan Perkhidmatan Awam secara tersusun.

3. pengekalan prinsip-prinsip saraan yang berkuat kuasa dengan penambahan empat (4) prinsip baru iaitu kadar upah untuk kerja mengikut Kumpulan Perkhidmatan, kadar upah untuk individu berdasarkan bakat, keupayaan dan pengalaman, kadar upah untuk kerja bagi individu (subject matter expert) serta kadar upah tambahan untuk kerja mengikut prestasi;

4. pembentukan hierarki Perkhidmatan Awam yang terdiri daripada empat (4) peringkat iaitu Kumpulan Premier, Kumpulan Pengurusan Tertinggi, Kumpulan Pengurusan dan Profesional, serta Kumpulan Pelaksana yang menggantikan Kumpulan Sokongan;

5. peruntukan gaji secara single point tanpa Kenaikan Gaji Tahunan kepada Kumpulan Premier dan konsep Jadual Gaji Minimum-Maksimum kepada Kumpulan Pengurusan Tertinggi dengan Kenaikan Gaji Tahunan diberi mengikut pencapaian prestasi;

6. peruntukan Jadual Gaji Sebaris kepada pegawai dalam Kumpulan Pengurusan dan Profesional, serta Kumpulan Pelaksana;

7. pelaksanaan enam (6) strategi untuk merealisasi inisiatif Perkhidmatan Awam yang kejat iaitu kawalan saiz Perkhidmatan Awam (right-sizing), kajian pertindihan fungsi antara agensi (duplication), penjajaran fungsi utama perkhidmatan (realignment), perkhidmatan yang boleh diserah urus (outsourcing), perekayasaan proses kerja (business process reengineering) dan kajian semakan skim perkhidmatan (revision);

8. penambahbaikan laluan kerjaya Pegawai Perkhidmatan Pendidikan melalui pelaksanaan konsep Guru Wibawa dan Pendeta Guru dengan memberi fokus kepada Laluan Pengajaran dan Pembelajaran (LPDP);
